Historical Racing Machines (HRMs) are governed by the Kentucky Horse Racing Commission. Below are the links to the complete set of rules and regulations under which Owensboro Racing & Gaming and Ellis Park Racing & Gaming operates.

Must be 21 years of age or older to wager on HRMs. No one under 21 years old is allowed in Owensboro Racing & Gaming and Ellis Park Racing & Gaming.
